In 2021, our program also underwent a first-of-its-kind quality review by TESOL International Association. That relationship has since ended, but it reflects the scrutiny we've sought out for our program from the beginning.

Unlike a university degree, there is no single global authority governing TEFL/TESOL certification. Standards, regulation, and enforcement vary enormously by country, and the industry has grown fast enough that oversight hasn't always kept pace. That's not a reason to be cynical about all TEFL credentials — plenty are excellent — but it does mean the burden falls on the person choosing a program to understand what stands behind the certificate they'll receive.

Our Level 5 certificate is issued through Highfield Qualifications, an awarding organization regulated by Ofqual — the UK government's qualifications regulator (formally, the Office of Qualifications and Examinations Regulation). Being Ofqual-regulated means:

The qualification sits on the UK's Regulated Qualifications Framework (RQF), the same framework used for many widely recognized UK vocational and academic qualifications.
Highfield is subject to ongoing government audit and oversight — this isn't a one-time approval, it's continuous regulatory accountability.
The qualification content, assessment standards, and quality assurance processes are independently scrutinized, not self-certified by us.

This is a meaningfully different category from a private TEFL "accreditor," because Ofqual is a statutory UK government body, not an industry association or private company.

A few practical questions worth asking about any accreditor backing a TEFL/TESOL program:

- **Is the accreditor itself independently regulated, or is it self-appointed?** Some "accreditors" are simply a website and a logo, with no governing authority behind them and no external audit of their own standards.
- **Can you verify the relationship independently — through the accreditor's own site — rather than only taking the training provider's word for it?** A legitimate accrediting or awarding body will usually have its own public record of who it has approved.
- **Does the accreditor charge for "approval" without any meaningful review process?** Payment alone isn't disqualifying — legitimate accreditation almost always involves a fee — but payment *without* any real audit, curriculum review, or ongoing oversight is a red flag.
- **Does the accreditor have any standing with governments, universities, or established industry bodies**, or does it exist solely to accredit TEFL programs with no broader recognition?

We'd encourage you to ask these same questions about us, and about any other program you're considering.

In 2021, Promise Opens Doors became the first organization to have its certificate program undergo an extensive quality review by TESOL International Association, the leading professional association for English language teaching professionals in the U.S. This wasn't formal accreditation — TESOL doesn't currently accredit outside programs — but it was a first-of-its-kind review by an organization whose published program standards are widely referenced across the industry, and for several years our certificates carried TESOL's endorsement as a result of it.
